An appraiser is one who develops and reports an opinion of value on a specific type of property. Appraisers may opt to specialize in various disciplines such as:

  • Real Property appraisal, which is the valuation of real estate. Real Property appraisers can choose specialties to practice within such as residential, commercial and agricultural.
  • Personal Property appraisal, which encompasses all types of personal property such as fine and decorative arts, antiques, gems and jewelry and machinery and equipment.
  • Business Valuation which is the valuing of businesses including all tangible and intangible assets ranging from the value of the equipment to the value of the business name or logo.
  • Mass Appraisal which encompasses techniques that are used when valuing multiple types of real property or personal property using general recognized formulas.

While most appraisers choose to specialize in just one area of practice, many appraisers practice in more than one discipline.

The Appraiser Qualifications Board (AQB) of The Appraisal Foundation recommends the following minimum criteria for assistant, state licensed and state certified real property appraisers.

Appraiser Assistant
License

Education: 79 hours

Experience: No Experience Required

  • Basic Appraisal Principles (R-5) (30 hours)
  • Basic Appraisal Procedures (R-6) (30 hours) 
  • National USPAP Course or Equivalent (15 hours) 
  • Supervisor/Trainee Course for New York (4 hours)
  • 2015 AQB Supervisor/Trainee Course Requirement: Both the Trainee Appraiser and Supervisory Appraiser shall be required to complete a course that, at minimum, complies with the specifications for course content established by the AQB. The course must be completed by the Trainee Appraiser prior to obtaining a Trainee Appraiser credential, and completed by the Supervisory Appraiser prior to supervising a Trainee Appraiser.

Supervisory Appraiser: You must find a Certified Residential or Certified General Appraiser to act as your supervisory appraiser.

Exam Required: No

College: No college-level education is required

State Licensed Residential
Real Estate Appraiser

Education154 hours

Experience: 1000 hours over a period of not less than 24 months 

  • Basic Appraisal Principles (R-5) (30 hours)
  • Basic Appraisal Procedures (R-6) (30 hours)
  • National USPAP Course or Equivalent – 15 hours 
  • Supervisor/Trainee Course for New York – 4 hours
  • Residential Market Analysis and Highest and Best Use (R-7) (15 hours)
  • Residential Appraiser Site Valuation and Cost Approach (R-8) (15 hours)
  • Residential Sales Comparison and Income Approaches (R-9) (30 hours)
  • Residential Report Writing and Case Studies (R-10) (15 hours)

Exam Required: Yes

College: No college-level education is required

State Certified Residential
Real Estate Appraiser

Education204 hours

  • Basic Appraisal Principles (R-5) (30 hours)

  • Residential Report Writing and Case Studies (R-10) (15 hours)
  • Statistics, Modeling and Finance (SMF) (15 hours)
  • Advanced Residential Applications and Case Studies (R-11) (15 hours)
  • Appraisal Subject Matter Electives (20 hours): Introduction to Residential Income Properties (RE-1),
  • Fair  Housing/Fair Lending and Environmental Issues (RE-2), or such other elective course approved by the Department.

Experience: 1500 hours over a period of not less than 24 months.

Exam Required:  Yes

College Education

    • Bachelor’s Degree in any field of study;
    • Associate’s Degree in a focused field of study, such as business, economics, or real estate;
    • Successful completion of 30 college semester credit hours in specified topics;
    • Successful completion of College-Level Examination Program (CLEP)1 exams equivalent to a minimum of 30 semester credit hours in specified subject matter areas; or
    • Any combination of #3 and #4 above that includes all of the topics identified
    • A LICENSED RESIDENTIAL appraiser who has been licensed for a minimum of 5 years and in good standing for at least 5 years with no disciplinary actions that would affect the individual’s ability to appraise may upgrade to CERTIFIED RESIDENTIAL without completing any college coursework.

  • General Appraiser Site Valuation and Cost Approach (G-6) (30 hours)
  • General Appraiser Income Approach (G-7) (60 hours)
  • General Appraiser Report Writing and Case Studies (G-8) (30 hours)
  • Fair Housing, Fair Lending and Environmental Issues (GE-1) (15 hours)
  • Appraisal Subject Matter Electives (15 hours): Specialty Appraisals (GE-2) 15 hours Using the HP12C Financial Calculator (GE-3), or such other elective course approved by the Department.

Experience: 3000 hours over a period of not less than 24 months.

Exam Required: Yes

College: Bachelor’s Degree or higher

 

Continuing Education Requirements for Appraiser License Renewal

  • Appraisal licenses expire two years from the date of issuance
  • All appraisers must complete 28 hours of continuing education appraiser classes within the two-year cycle
    • 7-hour USPAP Update Course
    • Fair Housing and Fair Lending Education:
      • 4-hour Update to Fair Housing and Fair Lending course (if you have completed Fair Housing, Fair Lending and Environmental Issues (RE-2) or (GE-1) prior to January 1, 2022) OR
      • 7-hour Introduction to Fair Housing and Fair Lending course (if you HAVE NOT completed Fair Housing, Fair Lending and Environmental Issues (RE-2) or (GE-1) prior to January 1, 2022)
      • NOTE: subsequent renewals require the 4-hour Fair Housing and Fair Lending course
    • 14-17 hours of approved continuing education depending on your Fair Housing and Fair Lending course requirement noted above

Note: If you renew more than 185 days after the expiration date of your license, you must complete an additional 14 hours of approved continuing education for each year that has lapsed.
